The building coefficient (nisbat al-bina', or simply 'the coefficient') is arguably the single most important technical parameter in Jordanian land investment. It determines how much can be built on a given plot — and therefore the plot's fundamental value to a developer. Understanding how coefficients work, what drives their variation, and how to use them in investment analysis is essential for any serious participant in the Jordanian land market.

How Building Coefficients Are Determined

Building coefficients in Jordan are set by municipal master plans (al-makhtat al-hayakali) prepared by Greater Amman Municipality or the relevant local municipality. They are not immutable — municipalities periodically update master plans, which can increase or decrease coefficients in specific areas. Increases (upzoning) create significant windfall gains for landowners; decreases (downzoning) are rare but can erode value. Investors who anticipate upzoning before it happens have historically generated the strongest returns.

Typical Coefficients by Area and Classification

Typical building coefficients in Amman: Residential C (villa areas — Dabouq, rural Abdoun): 1.5–2.5x. Residential B (standard apartment areas): 3.0–4.0x. Residential A (high-density urban): 4.0–5.0x. Commercial B (neighborhood commercial): 4.5–5.5x. Commercial A (prime commercial — Sweifieh, Abdali): 6.0–8.0x. Industrial: 2.0–3.0x. These are indicative ranges — actual coefficients vary by specific plot and location within each classification. Always verify the exact coefficient for any specific plot through the municipality.
